Dr. Walter Gonsoulin, Jefferson County School District • Alabama

Walter Gonsoulin, Jefferson County School District (Alabama) SuperintendentJefferson County Schools Superintendent Dr. Walter Gonsoulin has been named the Alabama/Schneider Electric 2025 Superintendent of the Year by the School Superintendents of Alabama (SSA).

“Dr. Gonsoulin is the epitome of a great leader! His innovative approach to improving student outcomes, passion for expanding educational opportunities, and love for the JEFCOED family are reflective in how he leads our school system,” said JEFCOED Board President Carita Venable. “We are blessed and honored to have Dr. Gonsoulin at the helm of Jefferson County Schools. Congratulations on being named Alabama’s Superintendent of the Year!”

Under Dr. Gonsoulin’s leadership, Jefferson County Schools (JEFCOED) has achieved remarkable milestones, including:

• High School Signature Academies and Elementary Theme Schools: Introducing specialized programs to enhance educational opportunities.
• Improved College and Career Readiness: Consistently increasing readiness rates among students.
• Scholarship Growth: Over $108 million in scholarships offered to JEFCOED seniors.
• Strategic Initiatives: A renewed focus on strategic planning, school safety, and student mental health.

“I am honored and humbled to have been selected for such a prestigious honor. However, as I’ve stated previously, a good leader is only as good as his team. This award is a testament to their talent and hard work. I also have a tremendously supportive board. This district would not be where it is today, had it not been for their leadership. I thank them for their trust, confidence, and support. I will do my best to represent Alabama well at the national level,” said Dr. Gonsoulin.

Dr. Gonsoulin brings over 30 years of educational experience, serving as a classroom teacher, principal, college professor, deputy superintendent, and superintendent. Since becoming Superintendent of Jefferson County Schools in November 2019, he has continued to elevate the district’s standing, which is now the second-largest in Alabama, serving over 34,000 students across 57 schools.

He is also a finalist for AASA National Superintendent of the Year, with the winner to be announced during the AASA National Conference on Education in 2025.

Dr. Gonsoulin holds a B.A. in Interpersonal Counseling and Communications from the University of Southwestern Louisiana, a second B.A. from the University of Southwestern Louisiana majoring in Elementary Education, and obtained his M.Ed. in Administration and Supervision of Education from Southern University in Baton Rouge, Louisiana. Dr. Gonsoulin’s quest for educational attainment eventually led him to Mississippi State University where he successfully completed a Ph.D. program in the field of Curriculum and Instruction.

Additionally, he has served as a diversity consultant, authored over 15 refereed journal articles, and presented at various conferences.

Dr. Gonsoulin’s unwavering commitment to education and innovation continues to inspire students, staff, and the broader Jefferson County community. Congratulations, Dr. Gonsoulin!

 


Dr. Ryan Noss, Corvallis School District • Oregon

Dr. Ryan Noss, Superintendent of Corvallis School District and 2025 Oregon Superintendent of the YearDr. Ryan Noss, Superintendent of Corvallis School District, has been named the 2025 Oregon Superintendent of the Year by the Oregon Association of School Executives (OASE) and the Coalition of Oregon School Administrators (COSA). This recognition highlights his exceptional leadership, unwavering dedication to student success, and innovative approach to public education. As Oregon’s honoree, Dr. Noss is now a candidate for the 2025 AASA National Superintendent of the Year.

With nearly a decade of leadership as Superintendent, Dr. Noss has prioritized equity, community engagement, and student well-being. Under his guidance, Corvallis School District achieved a record 90% high school graduation rate and passed a $200 million facilities bond in 2018, leading to the construction of new schools and the modernization of existing ones. A visionary advocate for mental health, Dr. Noss introduced a district-wide program in 2019, providing essential support for students across all grade levels.

Dr. Noss’s commitment to collaboration is evident in his partnerships with organizations like the Corvallis Public Schools Foundation and the City of Corvallis, which have enhanced educational opportunities for students and families. His influence extends statewide through his advocacy for equitable school funding and his leadership roles with OASE and AASA.

“Ryan is a savvy and steady leader whose instructional lens consistently guides his decision-making,” shared COSA Executive Director, Dr. Krista Parent. “[He] has earned the respect of his peers throughout his region and across the state, and his peers often turn to him for his thoughtful and insightful approach to education. His unwavering focus on student success and his ability to lead with both wisdom and humility are what make him truly deserving of the title 2025 Oregon Superintendent of the Year.”

“I am deeply honored to be recognized as the 2024-25 Oregon Superintendent of the Year,” said Superintendent Ryan Noss. “I am proud to work in public education. It is the bedrock of our democracy. I am also proud to work alongside so many dedicated educators who recognize that schools are the one place where all members of our society come together to learn from one another and to honor the identity and rightful presence of our students. I’m grateful for the chance to lead in a way that makes a meaningful impact and creates opportunities for all our students to succeed.”

Dr. Noss recognizes that Corvallis is a special community that supports public education. He and his wife Windy have two college-aged children that began their schooling in Corvallis as kindergarteners. As a dad, educator, and superintendent, Dr. Noss is committed to ensuring all students are valued, supported, and prepared for future opportunities.

 


 

Dr. Nick Carter, Breckinridge County Schools • Kentucky

Dr. Nick Carter, 2025 Kentucky Superintendent of the Year, Breckinridge County SchoolsDr. Nick Carter, Superintendent of Breckinridge County Schools, has been named the 2025 Kentucky Superintendent of the Year by the Kentucky Association of School Administrators (KASA). This honor celebrates his exemplary leadership, commitment to public education, and service to the Breckinridge County community. As Kentucky’s honoree, Dr. Carter will represent the state in the competition for the 2025 AASA National Superintendent of the Year.

Since 2017, Dr. Carter has led Breckinridge County Schools with a strategic vision that prioritizes student success, staff development, and community engagement. His leadership is rooted in servant leadership principles, consistently placing the needs of students and staff at the forefront. Under his guidance, the district has flourished, earning recognition as one of the best school districts in Kentucky.

Known for fostering respectful and collaborative relationships, Dr. Carter is praised for his thoughtful communication, strategic problem-solving, and commitment to nurturing growth among his staff. His leadership extends beyond Breckinridge County, as he has contributed to Kentucky’s education landscape through his service on the KASA Board of Directors and the AASA Governing Board.

“Dr. Carter is a beacon of leadership in our public education community, from Breckinridge County to Washington, D.C.,” said KASA Chief Executive Officer Dr. Rhonda Caldwell. “His core values shine through in his work and the dedication he provides among his Kentucky colleagues. Dr. Carter’s career spans roles as a teacher, coach, assistant principal, and principal before becoming superintendent. He earned his doctorate from Morehead State University and serves as an Adjunct Instructor in its Superintendent Certification Program.

Dr. Carter’s dedication to education reflects his belief in the transformative power of public schools and his commitment to ensuring that every student has the resources and support they need to thrive.

 


 

Dr. Sharon Desmoulin-Kherat, Peoria Public Schools • Illinois

Dr. Sharon Desmoulin-Kherat, Superintendent of Peoria Public Schools - 2025 Illinois Superintendent of the Year.Dr. Sharon Desmoulin-Kherat, Superintendent of Peoria Public Schools, has been honored as the 2025 Illinois Superintendent of the Year by the Illinois Association of School Administrators (IASA). This recognition celebrates her innovative leadership and dedication to transforming Peoria Public Schools into a model of success for a diverse student population. Additionally, Dr. Desmoulin-Kherat was named a 2025 finalist for AASA’s National Superintendent of the Year.

Dr. Desmoulin-Kherat’s leadership over the past 10 years has driven significant achievements across the district. Notable accomplishments include addressing teacher shortages through innovative recruitment strategies, enhancing resources at the Wraparound Center to support students and families, and fostering partnerships with Caterpillar to provide secondary education and employment opportunities for graduates. Her forward-thinking initiatives have also improved academic outcomes, graduation rates, and dropout rates while introducing universal algebra access for 8th graders and implementing a district-wide cell phone ban.

Under her guidance, Peoria Public Schools has also transitioned to a year-long academic calendar and led the $11 million renovation of Peoria Stadium, creating a stronger and more supportive learning environment.

“Dr. Sharon Desmoulin-Kherat stands out as a true innovator who fearlessly tackles our most complex educational challenges in public education,” said IASA Executive Director Dr. Brent Clark. “From pioneering international teacher recruitment to creating comprehensive student support systems, her work in Peoria Public Schools demonstrates the power of bold, creative leadership.”

Dr. Desmoulin-Kherat attributes her success to the collaborative efforts of her team and community. “No significant achievement is the work of a single individual, and this award is no exception,” she said. “Our journey may be demanding, but it is undeniably rewarding, bringing life-changing benefits to our children. What sets our district apart is our perspective on problems. We view them as opportunities, tirelessly striving to devise solutions to the most complex challenges.”

Her leadership has not only transformed Peoria Public Schools but has also earned admiration from colleagues and community members alike. “This award reflects not only her exceptional leadership and dedication to our students and staff but also the collaborative spirit with our entire community,” added Peoria Board of Education President Gregory Wilson. “We are incredibly fortunate to have her at the helm fostering an environment where every student has opportunities to thrive.”

Dr. Desmoulin-Kherat’s 29-year career in education exemplifies her commitment to overcoming challenges and creating pathways for success. This recognition as Illinois Superintendent of the Year highlights her tireless efforts to ensure every student in Peoria has access to a brighter future.

Teresa Morgan, Hardin County Schools • Kentucky

Teresa Morgan, Hardin County Schools, 2024 Kentucky Superintendent of the YearTeresa (Terrie) Morgan, Superintendent of Hardin County Schools, has been named the 2024 Superintendent of the Year by the Kentucky Association of School Administrators (KASA). This esteemed recognition highlights her exceptional leadership, commitment to students, and enduring contributions to public education.

Morgan’s 35-year career with Hardin County Schools is a testament to her dedication and passion for education. Beginning as a special education teacher at Vine Grove Elementary School in 1989, she has served in various roles, including principal, Director of Elementary Curriculum and Instruction, and since 2016, Superintendent. Her rise through the ranks demonstrates her unwavering focus on student-centered decisions and her ability to lead with vision and compassion.

Under Morgan’s leadership, Hardin County Schools has pioneered programs like the Grow Your Own initiative, which empowers high school students and paraprofessionals to pursue careers in teaching. These efforts reflect her commitment to building a strong pipeline of future educators.

“Terrie is the exact leader our community needs,” said Dr. Rhonda Caldwell, KASA Executive Director. “This award captures the heart of her incredible work and impact.”

Morgan is not only a transformative leader but also an active participant in community outreach and service projects. As one nominator noted, “If there is a service project or community outreach program that needs support, she is the first person to put on work boots and get to work.”

Reflecting on her career, Morgan said, “Graduations are the capstone of what has happened for those students. Seeing their successes reminds me every year why I do this work.”

Morgan’s achievements also continue a legacy in Hardin County, where two previous district superintendents received the same honor. “It’s humbling to be part of this history,” she shared.

A graduate of Brescia College with a Master of Education and certifications in Principalship and Superintendency from Western Kentucky University, Morgan’s dedication to education is deeply rooted. She credits her mother, Teresa Thompson, an educator for over 48 years, as a source of inspiration.

Now in her eighth year as Superintendent, Morgan leads with a focus on empowering students, supporting educators, and fostering a community of excellence. Her transformative leadership and hands-on approach have left an indelible mark on Hardin County Schools.

Dr. Jennifer Lowery, Tea Area School District • South Dakota

Dr. Jennifer Lowery, Tea Area School District Superintendent, 2024 South Dakota Superintendent of the YearDr. Jennifer Lowery, superintendent of Tea Area School District, has been recognized as the 2024 South Dakota Superintendent of the Year, an honor that reflects her extraordinary dedication to education and leadership. This award adds to her growing list of accolades, including being named Innovator of the Year by the South Dakota School Superintendent Association in 2022 and South Dakota’s Outstanding Superintendent in 2023.

Dr. Lowery, a third-generation educator, has been a transformative leader for the Tea Area School District since 2012. Under her tenure, the district has more than doubled in size, with the community showing overwhelming support for growth initiatives. Nearly 85% of voters approved significant projects, including two new elementary schools, over 78 elementary classrooms, and a $39 million expansion to the high school.

Her leadership extends beyond infrastructure improvements. Dr. Lowery has established systems of continuous improvement across the district, empowering faculty, staff, and students to engage in short cycles of improvement that drive growth and excellence. From the boardroom to the classroom, she embodies a commitment to progress and innovation.

“Dr. Lowery has changed Tea Area School District during her tenure as superintendent for the good of the students,” said student board member Ben Daggett. “It is because of her commitment toward every student, graduate or not, that she has earned this high distinction.”

Board President Kristen Daggett echoed these sentiments, stating, “This honor is a testament to the 110 percent she puts in every day to raise the bar for excellence in education. She is a true blessing to the district.”

A South Dakota native, Dr. Lowery holds a bachelor’s degree in secondary mathematics from Dakota Wesleyan University, a master’s in Educational Psychology from the University of Nebraska–Lincoln, and an Educational Specialist and a doctorate in School District Administration from the University of South Dakota.

As she enters her second decade as superintendent, Dr. Lowery remains deeply committed to paying it forward. She serves as a mentor to administrators across the state, an adjunct professor at two universities, and a guest speaker and presenter. Her work exemplifies servant leadership, inspiring those around her to be their best selves while modeling the values she instills in her children and community.

Dr. Lowery’s work ethic, innovation, and passion for education have left an indelible mark on the Tea Area School District and beyond. Congratulations to Dr. Lowery for this well-deserved recognition of her outstanding contributions to education!

Rob Clayton, Warren County Public Schools • Kentucky

Rob Clayton KASA Superintendent of the Year 2023Rob Clayton, Superintendent of Warren County Public Schools (WCPS), has been named the 2023 Kentucky Superintendent of the Year by the Kentucky Association of School Administrators (KASA). This honor adds to his distinguished career, including his recognition as the 2022 National Superintendent of the Year by The National Association of School Superintendents.

“Anytime you’re recognized by your peers within your own profession, it’s truly a humbling honor, especially when it’s national,” Clayton shared.

While proud of the recognition, Clayton emphasized that his success is a team effort. “I feel very honored to work alongside individuals that are committed to ensuring our three priorities of safety, achievement, and opportunity, but then always keeping our students at the forefront of our decisions,” he said.

Tim Wyrosdick, Studer Education Leader Coach, praised Clayton’s leadership and dedication. “Rob Clayton represents integrity, character, and concern for the students of Warren County. His commitment to excellence drives him to be accountable to the students, employees, and community of Warren County. His selection as Superintendent of the Year is a statement that great leaders are making a difference in education,” Wyrosdick remarked.

Clayton has been superintendent of WCPS, Kentucky’s fourth-largest school district, since 2013. Over the past decade, he has overseen a remarkable 25% growth in student enrollment, now serving nearly 18,000 students representing 103 languages and 89 nationalities. Under his leadership, WCPS has made over $200 million in capital improvements, including three new elementary schools and significant athletic facility renovations.

His focus on competitive compensation has led to staff pay increases ranging from 10.5% to as much as 40%, helping WCPS grow its workforce to nearly 3,000 employees. Despite these investments, the district maintains a strong financial position.

WCPS consistently ranks in the top 10% of Kentucky districts on academic metrics, despite being one of the most diverse districts in the state. Approximately 25% of its students are English Learners or have exited EL services, making WCPS a leader in supporting migrant and multilingual populations.

Clayton’s vision for innovative education has brought numerous milestones to WCPS, including Kentucky’s first international high school, Geo International High School, and the state’s first Computer Science Immersion Elementary School. Additionally, WCPS boasts ten schools with Franklin Covey’s Lighthouse Certification, the state’s highest standard for leadership development, and is recognized as Kentucky’s most energy-efficient school district.

Beyond his district, Clayton holds key leadership roles at state and national levels, including President of the Kentucky Association of School Superintendents Executive Board and Governing Board member for the American Association of School Administrators.

Dr. Lupita Hightower, Tolleson Elementary School District • Arizona

Dr. Lupita Hightower, Superintendent of Tolleson Elementary School District, has been named the 2023 Arizona Superintendent of the Year by the Arizona Association of School Administrators (AASA). This prestigious honor recognizes her tireless advocacy for students and her unwavering dedication to public education.

“When she presents on a panel or solo regarding public education or relevant topics, those present are lifted as she authentically shares her love and passion for her work, students, families, and staff,” the Arizona School Boards Association shared in a recognition video. “Dr. Hightower is perhaps one of the biggest and best champions in Arizona for public education. She builds bridges, trust, and relationships that benefit students, teachers, and staff members across the state. Her smile, passion, authenticity, and advocacy make Arizona a better place for all children.”

Leader Coach Dr. Gayle Juneau-Butler spoke of Hightower’s remarkable influence. “There is a beautiful aura glowing around Lupita when one is in her presence. It is a combination of literal brain brilliance, authentic and palpable care for students, her community, and colleagues at the balcony level, and inspiration for everything she touches in education. I am deeply honored to work with Superintendent Hightower and I feel privileged to know her,” Juneau-Butler said.

Dr. Hightower has dedicated over 25 years to education, serving in roles ranging from teacher and principal to district-level director and superintendent, a position she has held for 11 years. Her leadership journey is deeply rooted in her personal experiences as an immigrant who began school in the U.S. in seventh grade, crediting her success to the belief and support of family and educators.

Her greatest accomplishment has been expanding learning opportunities for students who might not otherwise have access to them. Dr. Hightower describes herself as a “treasure hunter,” searching for the talents, skills, and intelligence that exist in every child without exception.

In addition to her leadership at Tolleson, Dr. Hightower serves as President of Arizona School Administrators and on the Board of Trustees for Grand Canyon University. She is a past President of the Arizona Association of Latino Administrators and Superintendents (AzALAS) and a former executive committee member for AASA. Among her many recognitions, she was named the 2019 National Latinx Superintendent of the Year and received the Arizona School Administrators Superintendent Award for Mid-Size Districts.

Dr. Hightower holds degrees from the University of Arizona and Arizona State University, including a Doctorate in Leadership and Innovation with an emphasis in Policy and Administration. Outside of her professional achievements, she takes pride in her role as a mother to two daughters and is grateful for the support of her husband.

Dr. Matt Hillmann, Northfield Public Schools • Minnesota

Dr. Matt Hillmann, Superintendent of Northfield Public Schools, has been named the 2023 Minnesota Superintendent of the Year by the Minnesota Association of School Administrators (MASA). This prestigious honor recognizes his exceptional leadership in learning, communication skills, professionalism, and community involvement. As Minnesota’s honoree, Dr. Hillmann also represents the state as a candidate for National Superintendent of the Year, to be announced at the AASA National Conference on Education in February 2023.

“It is such a privilege to do this work in this special place,” said Dr. Hillmann. “We have an all-star staff, the school board is top shelf, the community values education, and the students are engaged. It is a pleasure to get to work here.”

MASA Executive Director Dr. Deb Henton praised Hillmann’s leadership, saying, “Dr. Hillmann has quickly emerged as a fierce leader and advocate for equity and student achievement not only within his district but also across the entire state. His top priority is the well-being and success of all students and families. We are proud to have Dr. Hillmann represent our administrators as Minnesota’s 2023 Superintendent of the Year.”

Studer Education Leader Coach Dr. KK Owen highlighted Hillmann’s unique leadership style, noting his transparency, openness to feedback, and collaborative decision-making. “Matt leads with a fearlessness and a level of openness that is rarely seen,” Owen said. “He invites feedback on his leadership and has complete transparency regarding budget and staffing issues. Once decisions are made, he works with his team to ensure unified support.”

Since becoming Superintendent in 2016, Dr. Hillmann has spearheaded initiatives that close achievement gaps and strengthen early education in Northfield. His leadership has driven a focus on equitable access to quality childcare and preschool, resulting in significant increases in kindergarten readiness, particularly among students qualifying for free/reduced-price lunches and Hispanic students. His “Happy Birth Day” program, which sends handwritten cards to families of newborns, exemplifies his commitment to early and ongoing engagement with the community.

Under his guidance, Northfield Public Schools has seen steady improvements in Grade 3 reading proficiency and has been nationally recognized as a 2021 Bright Spot Community by the Campaign for Grade-Level Reading for its innovative responses during the COVID-19 pandemic.

Dr. Hillmann also prioritizes communication and inclusivity. His “cascading communication” strategy ensures district-wide alignment and fosters transparency, as evidenced by a district survey where 88% of respondents praised his use of effective communication methods. Additionally, he amplifies marginalized voices through advisory committees representing diverse communities, earning him the City of Northfield’s 2022 Human Rights Award.

Beyond his work with Northfield Public Schools, Dr. Hillmann serves as MASA President, participates in national leadership programs, and engages actively in his community through organizations like the Northfield Rotary Club and the Northfield Racial and Ethnic Equity Collaborative.

Dr. Hillmann’s career is marked by numerous accolades, including MASA’s 2022 Region 1 Administrator of Excellence Award and the 2022 Human Rights Award. He holds a doctorate in Educational Leadership and degrees in Education Technology, Administration, and History.
